How Can Artists Use the Same Beat?

On Ice Cube's last album Raw Footage his song "Hood Mentality" used almost the same exact beat as Twista's "Creep Fast." The drums are slightly different.

I didnt think major artists could do this.. it doesnt sound like a sample..
