I heard somewhere that 'Ye sampled Chris Browns voice and laced the drums and what not

And that DJ Toomp did the Synths
 
yeah, he sampled the Chris Brown "Yo" accapella. Kanye said on MTV the way he got it to sound like that was by reversing the vocals, and pitching them down. i think it's from the first verse, i'm not sure tho.

it doesn't sound like he reversed the vocals in Cant Tell Me Nothing. maybe. the voice sounds like a woman but i think i'm gonna try to get the acapella to see how he did it.

well he said that on this album, everything is supposed to be futuristic. he said that he's using alot of synths and **** on the beats. so that leads me to believe he's going to originally compose all of the beats. as we can here on his new single
 
i just reversed yo by chris brown and heard no vocals that sound exactly like can't tell me nothing. plus the vocals sound like they're saying stuff. there r some parts that sound like yo but i pitched chris brown down and he didn't sound like a girl.
 
actually is not that hard to reverse a sample. a lot of virtual samplers do it. i think you can even do it in battery. he just has a very good imagination
